Distortion effect on Particles?

Distortion effect on Particles?

Hello, I wish to make a effect similar to this : The sword slash effect which creates a distortion trail between 10s to 15s of the video. Back in UDK - it was a simple Distortion shader with animated normal maps. Any leads?
